Associate Director, Institutional Collection, 1976-2000.

The collection is comprised of numerical files from the Associate Director for Institutional Programs in the JPL Office of the Director. The files include memoranda, reports, correspondence, meeting minutes and presentation handouts collected by the Associate Director, beginning under Duane F. Dipprey and continuing under Kirk M. Dawson. The collection is arranged in a numerical filing sequence that was used by the office of origin. There are six overall series: JPL, Caltech, NASA, Local Community, National/International, and State of California. The earliest item in the collection is the "Orange Report," issued in 1976. The bulk of the collection is between 1990 and 1997. 1.0 Jet Propulsion Laboratory (Boxes 1-24; folders 1-228). The bulk of the collection falls within this series. It includes folders on each of the Offices and Directorates, as well as Facilities, Workforce Planning, Total Quality Management, Strategic Plans, Management Training and Process Ownership. Included in the Facilities materials are 26 folders documenting the Facilities Space Council, including meeting minutes, agenda, and presentation material (folders 46-71). 2.0 Caltech (Boxes 24-25; folders 229-246). This series of 18 folders documents interactions with Caltech. Subheadings are Institute Administrative Council, Quarterly Management Meetings, Administrative Committee on JPL, Interface Studies, Commonwealth Fund, and General. Included in the series is a folder regarding the 1976 report "A Study of Relations Between the Jet Propulsion Laboratory and the Campus of the California Institute of Technology," better known as the "Orange Report" due to its color. This report has been documented in other collections, and seems to be here only as an example. It is the oldest dated document in the collection. 3.0 NASA (Boxes 26-34; folders 247-340). This series documents interactions with NASA Headquarters and Field Centers, as well including folders regarding NASA Budgets, Space Exploration Initiative, Strategic Plans, an interagency review of the Federal Laboratory System, the NASA Management Office, NASA Policies and Facilities. 4.0 Local Community (Boxes 34-35; folders 341-352). This series of twelve folders documents interactions with local groups, such as the Boy Scouts, and the Cal Poly Pomona College of Engineering. 5.0 National/International (Box 35; folders 353-362). This series of ten folders documents interactions with the National Technology Initiative, U.S. Department of Energy, U.S. Congress, as well as a file on the Aerospace Industry and contracts with Russia. 6.0 State of California (Box 36; folders 363-371). This series of nine folders documents interactions with the California Engineering Foundation, the California Environmental Protection Agency, and the Electronic Industries Association. There are several folders of "Quiet Hour" materials from various divisions. Quiet Hours were designated times of confidential conferences between management beginning at the divisional level and their superiors. Although these are not stamped "JPL Discreet," they have been treated as such, due to the confidentiality of the material. The material has been moved to nine boxes at the end of the collection. Their original positions within the collection have been marked with separation sheets. Whole files that are discreet are noted in the file folder list.

Edward Carroll Stone was born on January 23, 1936 in Knoxville, IA. He earned his Associate of Arts Degree in 1956 from Burlington Junior College before continuing his studies at the University of Chicago.
